To Whom It May Concern:

Pursuant to the Oregon Public Records Law, I hereby request the following records:

Copies of emails sent to, from, or through the High Tech Crime Consortium ListServ. The emails may be identified by having one or more of the following:

* A sender with a display name of either "High Tech Crime Consortium Listserv" or "High Tech Crime Consortium"
* A subject containing either "HTCC" or "[HTCC]"
* Sent to or from an email address containing "htcc" or hightechcrimecops.org

You may limit this request to records generated between April 1, 1998 and the date of the processing of this request.

I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers in outlets such as Gizmodo, MuckRock, Motherboard, Property of the People, Unicorn Riot, and The Outline, among others. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the library Internet Archive and the journalist non-profit MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself. As such, it is not necessary for me to demonstrate the relevance of this particular subject in advance.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Sincerely,

Emma Best

RE: Public Records Request

Dear Ms. Best on behalf of MuckRock News:

Thank you for your recent correspondence to the Hillsboro Police Department. Your request has been forwarded to me for response. In accordance with ORS 192.324(2) this is to acknowledge our receipt on August 10, 2020 of your request for:

Copies of emails sent to, from, or through the High Tech Crime Consortium ListServ. The emails may be identified by having one or more of the following:

* A sender with a display name of either "High Tech Crime Consortium Listserv" or "High Tech Crime Consortium"
* A subject containing either "HTCC" or "[HTCC]"
* Sent to or from an email address containing "htcc" or hightechcrimecops.org

You may limit this request to records generated between April 1, 1998 and the date of the processing of this request.

A request for emails requires a search of the City's email system by Information Services. The City's email system is capable of searching emails based on author, key words, and date ranges (May 2012 to present). The City has disaster recovery tapes for 2011-May 2012. Currently, the City does not have a system to search disaster recovery tapes.

The above search will only determine how many records are in existence for the time period sought which may or may not be related to your request. Based on the number of records in existence of which we are required to review, you will be provided an additional estimate of cost to produce responsive records.

With respect to the following (the first half hour is free of charge per the City policy to configure the search):

Based on my understanding of your request, I have estimated the cost of this search will be $59.86 ($59.86 x 1.5 = $89.79 - $29.93 [½ hour free]) based on an estimate of one and one-half (1.5) hours.

Please remit payment to the City of Hillsboro Police Department, Records Division, 250 SE 10th Ave, Hillsboro OR 97123 (Attn: Cindy Young Bolek) in the amount of $59.86. Once research is completed, I will notify you of status and additional costs for production.

Please be advised with the current public health emergency, there may be a delay in response.

Sincerely,

Cindy
