Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:
Any and all contracts (as well as all associated amendments, exhibits, and materials), memorandums of understanding, and other equivalent agreements entered into by this agency with or any other social media surveillance software or equipment company, including but not limited to:
• BrightPlanet
• Geofeedia
• Intrado Inc.
• LifeRaft
• Magnet Forensics
• Media Sonar
• Signal Corporation
• ZeroFOX
Responsive materials should include but not be limited to:
• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• other bidder responses
• the current contract
• all exhibits
• all amendments
• all performance work statements
• all deliverables inventories
• all invoices related to the deliverance of software, services, or goods
Please also include:
• all policies related to the acquisition and use of social media and surveillance software by individual officers and representatives of this agency
• all materials related to the use of any other social media platform, including but not limited to Facebook, Instagram, Twitter, Nextdoor, etc.
I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

The Hartford Police Department will make a concerted effort to provide said records within a reasonable time frame, but all requests are processed in the order that they are received. Once we have identified the documents you requested, to the extent they exist, you will be notified.
Please be advised, that under the Freedom of Information laws of the State of Connecticut, the City of Hartford is not obligated to create a document that does not exist. This includes putting a document into electronic format when it exists only in hardcopy form.

Good Morning Mr. Lipton,
I continue to work on your FOI request dated January 18, 2017. In order to complete your request, I am awaiting records from other divisions. Before I can release those records, said records need to be reviewed and if need be, redacted in accordance with Connecticut General Statute 1-210(b).
Please be advised that the Freedom of Information Act requires that a request for records be acknowledged within four business days. Accordingly, your request was acknowledged within the aforesaid time period. The FOIA also requires that records be provided promptly. However, the Appellate Court has cautioned that there is no fixed period for determining whether a response is prompt. In previous Freedom of Information Commission decisions, in determining what is prompt, the Commission has been guided by such factors as the volume of records requested, the time and personnel required to comply with a request and the importance of the public of completing the other agency involved in complying with the request.
I am the only one currently working on HPD FOI requests full time, I continue to work on your requests, but I also have twenty two (22) requests ahead of yours, as such I am unable to give you a specific date as to when your record will be available.

Please be advised that no further documents exist within the Hartford Police Department responsive to this portion of your request.

Six (6) pages of documents responsive to your request for: All policies related to the acquisition and use of social media and surveillance software by individual officers and representatives of this agency, all materials related to the use of any other social media platform, including but not limited to Facebook, Instagram, Twitter, Nextdoor, etc. Please be advised that no further documents exist within the Hartford Police Department responsive to his portion of your request.
