Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:

Public disclosure reports show that Hartford's Real-Time Crime and Data Intelligence Center BriefCam as a vendor. I am hereby requesting the following records that relate to BriefCam:

* Any contracts, purchase, orders, invoices, and receipts related to BriefCam.

* All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on the use of BriefCam. This includes A) any notes taken during meetings that discussed the use of BriefCam, B) any explanations (whether internally or externally generated) of how BriefCam, and C) any other document that has been used to help explain the use of BriefCam to any party, including internal documentation, public relations materials, and executive summaries.

* A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements between the police department and BriefCam.

* A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention BriefCam as well as audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.

* Any digital communications including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention "BriefCam" as well as digital communications with BriefCam representatives, who should have the email domain "@briefcam.com or @canon.com" Please limit the time frame of the search to January 1, 2019 to the time that this request is processed.

The requested documents will be made available to the general public in the process of reporting for BuzzFeed News, and this request is not being made for commercial purposes. Therefore, I hereby request that all fees are waived in the processing of this request.

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

2. With regard to your request for all instructional materials, presentations, presentation materials, and other guidance on the use of BriefCam. Please be advised that the Hartford Police Department has no records responsive to this portion of your request.

3. With regard to your request for a copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposals, Memorandums of Understanding, Letters of interest, usage policies, or informal agreements between the police department and BriefCam. Please be advised that the Hartford Police Department has no records responsive to this portion of your request.

4. With regard to your request for a copy of any funding opportunity announcements, grant applications and or grantor status/progress reports, reports to legislative bodies, annual reports that mention BriefCam as well as audit records. Please be advised that the Hartford Police Department has no records responsive to this portion of your request.

5. With regard to your request for any digital communications from of January 1, 2019 to present including but not limited to emails and text messages as well as documents that mention "BriefCam" as well as digital communications with BriefCam representatives, who should have the email domain @briefcam.com or @canon.com. Currently, the Hartford Police Department has identified three (3) pages of records responsive to this portion of your request. The City of Hartford IT Department is currently working on identifying any possible responsive communications pertaining to emails. Once identified, to the extent said records exist, and are not subject to any statutory exemptions, they will be provided to you.

As such, the Hartford Police Department has identified thirty-four (34) pages of records responsive to your request. It is the police of the Hartford Police Department to charge fifty cents per page for any duplicated document. Please remit payment of seventeen dollars ($17.00) payable to the Hartford Police Department, 253 High Street, Hartford, Ct 06103 to the attention to the Civil Litigation/ FOI Unit. Upon receipt of payment, the documents will be duplicated and mailed to your corresponding address.

Acceptable forms of payment are business checks and money orders.
