Pursuant to the California Public Records Act, I hereby request the following records:

Public reports state that this police department has partnered with NextDoor, a social network designed for neighborhoods.

Therefore, I hereby request the following records:

1) All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on the use of NextDoor. This includes A) any notes taken during meetings that discussed the use of NextDoor, B) any explanations (whether internally or externally generated) of how NextDoor work, and C) any other document that has been used to help explain the use of NextDoor to any party, including internal documentation, public relations materials, and executive summaries.

2) A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements between the police department and NextDoor.

3) A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention NextDoor, as well as audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.

4) Any digital communications including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention NextDoor.

5) Any digital communications (including but not limited to emails and text messages) with NextDoor representatives.

Please try to include any other miscellaneous documents that facilitate this police department's relationship with NextDoor that don't neatly fall neatly into the above categories.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for BuzzFeed News. Therefore, I request that all fees are waived in the processing of this request.

You are requesting the following:

Government Code § 6253(c) requires the City to provide a response to your request within ten (10) days of receipt indicating, what, if any, of the documents sought will be disclosed. Government Code § 6253 also permits the 10 day period to be extended for an additional fourteen (14) days under specified circumstances. In the event that this process takes more than the initial 10 day period to complete, I will advise you prior to the expiration of that time period of any need for an extension of time to determine whether the City has any records to disclose or to inform you of any reason that records will not be disclosed.

If you need assistance in narrowing the scope of your request so that specific records can be produced more quickly, please do not hesitate to contact me with more information about your request. As you may be aware, the City is not required to create documents to respond to your request.
A breakdown of the associated costs will be provided prior to the duplication of requested documents. The City will make the documents available to you upon receipt of payment.

I am writing to update you on your November 22, 2019 request for records. This letter shall serve as notification of the City's intent to comply with your request for public records, pursuant to the California Public Records Act (the "Act" (Government Code Section 6250 et seq.)

The City is still in the process of evaluating the records request you submitted and is compiling records in an effort to make a determination as to whether the request seeks copies of disclosable public records in the possession of the City. However, notice is hereby given that the time limit to make this initial determination under the code shall be extended by fourteen (14) days to December 14, 2019, pursuant to Government Code section 6253, for the following reason:
