SafeCo underlying data

To Whom It May Concern:

Pursuant to the Florida Sunshine Law, I hereby request the following records:

1) The credit validation data files submitted to OIR by SafeCo Insurance Co. as part of OIR docket 08-21562. These data files would normally be available for download through OIR's Insurance Regulation Filing System (IRFS) portal without need for a public records request, however the file size is too large for the system to transfer (please see the attached error message) so OIR staff asked that I submit a records request. I am specifically requesting the files named "Credit Validation 1a" through "Credit Validation 36." There should be 106 files in total (1a, 1b, 1c, 2a, 2b, 2c, ... 35a, 35b, 35c, 36).

Please note that the data submissions was NOT marked as a trade secret, according to SafeCo's filings, so this request does not trigger FL 624.4213(2).

I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of it, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
