Pursuant to the Florida Sunshine Law, I hereby request the following records:

Media reports show that the city of Oldsmar's water treatment system was recently hacked: https://www.vice.com/en/article/88ab33/hacker-poison-florida-water-pinellas-county

- Therefore, I am asking for any manuals, presentations, guidelines, security protocols, and similar documents that allow authorized employees to remotely access and control the City of Oldsmar’s water treatment system.
- I am also asking for any contracts, RFPs, or presentations about this system, and any information you can give about the contractor who built it.
- I am also requesting any emails, text messages, audio recordings, or other documents related to the hack sent to/from city employees to other government officials or contractors. Please search between the dates of Thursday, February 4 through the time this request is processed.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am fairly certain we responded to this request. At any rate, we may have missed producing the attached in the first response. Answers are in red below.

- any manuals, presentations, guidelines, security protocols, and similar documents that allow authorized employees to remotely access and control the City of Oldsmar’s water treatment system. This documentation is exempt under Florida Statute 119.0713(5)(a).

- any contracts, RFPs, or presentations about this system, and any information you can give about the contractor who built it. Presentations are exempt under Florida Statute 119.0713(5)(a). There are many systems at the Reverse Osmosis Water Treatment Plant. I am assuming you are requesting information on the controls and software. The most recent contract regarding the controls was a bid waiver to piggy back on a Tarpon Springs contract. The Council Agenda item report is attached. I’ll research a bit more on the original installation of the control system for items which would not be exempt from disclosure.

There were 4 contracts related to building the Reverse Osmosis Water Treatment Plant. The one which most likely included the control system was the Reverse Osmosis System Supplier (ROSS). The RFP was in June 2009, RFP 2009-01. Attached are the contract amendments with Harn R/O Systems, Inc., which was awarded the contract. The original contract is not in the City Clerk archives, but the Council agenda item backup material for awarding Harn the contract is attached.
