To Whom It May Concern:

Pursuant to the Florida Sunshine Law, I hereby request the following records:

All documents, emails, and related material that references and holds information about the states unemployment system. This includes but is not limited to Ron DeSantis’ emails, DEO emails, all Deloitte consulting contracts, payments/expenses, descriptions/purpose, and all details regarding the work by any agency or company that is related to FL DEO and unemployment. I understand this is a very large request but due to the nature and costs of the current unemployment system and failure thereof it is of absolute necessity you comply and fulfill to the best of your ability. For now I would like to prioritize all information that has occurred in current year 2020; meaning any emails, contracts, documents, etc. that are not dated 2020 do not need to be included at this time.

Due to the nature and repercussions of Florida’s extreme inability to fulfill unemployment claims, I believe this request is entitled to being expedited as the health and safety of Floridians, a reason required for expediting, is obviously applicable at this time - hundreds of thousands claim to be without unemployment and for months the Governor and agencies still fail to provide any remedies. Also, due to high concern of fraudulent behavior that has occurred and may still be occurring it is not only reasonable but necessary this request is fulfilled IMMEDIATELY and with no costs for the people have already been burdened enough.

Thank you for your help,
Basel

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Sincerely,

BaselOwls

I just want to follow up and confirm that my request has been received and is either being reviewed or processed. I understand it is a difficult time and that your staff is limited and certainly understand if busy or attending to more important matters. Thanks again for any help.

Good morning,

This Public Records Request is producing upwards of 2.4 million records, specifically related to “all DEO emails.” I wanted to check to see if you would be interested in refining these results before we pull together an estimate for you.

We would recommend narrowing down this request by choosing search terms and specific DEO staff. As you can imagine, there are many emails with confidential, claimant information that require redactions, especially when searching emails from all DEO staff.

Happy to talk with you through this further to make sure we can help get you what you are looking for. Thank you!

Hello,

In follow-up to your public records request, please see attached and our statement below. Please let me know if you have any questions.

Serving Floridians during this unprecedented economic and public health crisis is the number one priority of the Florida Department of Economic Opportunity. Governor DeSantis signed Executive Order 20-93 providing the agency the ability to procure additional capacity, software, technology and/or other resources as needed to ensure the state’s reemployment assistance customer service center, website and staff can accommodate the increasing volume of applications and queries. The Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act, signed into law on March 27, 2020 provides federal dollars to pay for the bulk of these needs.

It is important to note that these contracts have been signed to allow the agency to increase and decrease staffing as quickly as possible to meet the needs of Floridians filing for Reemployment Assistance. Contracts were signed for one year and allow the agency to adjust call agents as needed and the agency will only pay for the staffing that is utilized. We anticipate that we will not need to maximize these contracts to their full extent over the course of the life of the contract.

Attached are the contracts with the three companies, (Fanueil, Titan and UDT) we are working with to enhance our ability to assist Floridians.

As issues are identified, our team is working to find immediate solutions.

DEO continues to prioritize implementing enhancements to the system and is using all available resources to ensure that eligible claimants receive their Reemployment Assistance benefits.

Thank you
