Pursuant to Florida's Sunshine Law (Fla. Stat. secs. 119.01 to 119.15 (1995)), I hereby request the following records:
Facial recognition systems are increasingly utilized by law enforcement agencies. This allows officers to quickly identify persons of interest through the use of an extensive database and a tool such as FaceFirst.
I would like for this request:
-any contractual documents including purchase orders, delivery orders, bids, quotes, RFPs, responses to RFPs, invoices and contracts with facial recognition companies like FaceFirst Inc., Face Searcher by Allevate Limited, Face-VACS by Cognitec Systems GmbH, First Line Facial Recognition by Blue Line Technology, any products by Animetrics, SCRAM remote breath by Alcohol Monitoring Systems, or MegaMatcher by Neurotechnology. Other systems may also be used, such as the system developed by the FBI.
-any policies or guidelines about the use of facial recognition technology
-any grant applications or reports to any oversight bodies
-The total number of individuals who have been identified through the use of facial recognition systems over the last three years
The total date range for this request is 1/1/12 to the date this request is processed on.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Searches were conducted through FDLE’s files for records based on the information you provided. The attached record is what FDLE has on file that is responsive to your public records request for item 3.

These records are provided pursuant to Florida’s Public Records Law, Chapter 119, Florida Statutes. Portions exempt from public disclosure pursuant to the following have been deleted.
FS 119.071(2)(d) Any information revealing surveillance techniques or procedures or personnel is exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution. Any comprehensive inventory of state and local law enforcement resources compiled pursuant to part I, chapter 23, and any comprehensive policies or plans compiled by a criminal justice agency pertaining to the mobilization, deployment, or tactical operations involved in responding to an emergency, as defined in s. 252.34, are exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution and unavailable for inspection, except by personnel authorized by a state or local law enforcement agency, the office of the Governor, the Department of Legal Affairs, the Department of Law Enforcement, or the Division of Emergency Management as having an official need for access to the inventory or comprehensive policies or plans.
FS 119.071(3)(a) Building plans, blueprints, schematic drawings, and diagrams of government buildings are confidential and exempt from Florida’s Public Records Law, Chapter 119, Florida Statutes. Additionally, section 119.071(3)(b), Florida Statutes, makes exempt from public record the information relating to the security systems for property owned by or leased to the state or any of its political subdivisions. Section 281.301, Florida Statutes, exempts from public record information including all records, information, photographs, audio and visual presentations, schematic diagrams, surveys, recommendations, or consultations or portions thereof relating directly to or revealing such security systems or information. The exemption extends to information relating to or revealing the security systems for property owned or leased by the state or its political subdivisions, and also to security information concerning privately owned or leased property which is in the possession of an agency.

Facial recognition systems are increasingly utilized by law enforcement agencies. This allows officers to quickly identify persons of interest through the use of an extensive database and a tool such as FaceFirst.
I would like for this request:
[1.]-any contractual documents including purchase orders, delivery orders, bids, quotes, RFPs, responses to RFPs, invoices and contracts with facial recognition companies like FaceFirst Inc., Face Searcher by Allevate Limited, Face-VACS by Cognitec Systems GmbH, First Line Facial Recognition by Blue Line Technology, any products by Animetrics, SCRAM remote breath by Alcohol Monitoring Systems, or MegaMatcher by Neurotechnology. Other systems may also be used, such as the system developed by the FBI.

These records are provided pursuant to Florida’s Public Records Law, Chapter 119, Florida Statutes. Portions exempt from public disclosure pursuant to the following have been deleted.
FS 119.071(2)(d) Any information revealing surveillance techniques or procedures or personnel is exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution. Any comprehensive inventory of state and local law enforcement resources compiled pursuant to part I, chapter 23, and any comprehensive policies or plans compiled by a criminal justice agency pertaining to the mobilization, deployment, or tactical operations involved in responding to an emergency, as defined in s. 252.34, are exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution and unavailable for inspection, except by personnel authorized by a state or local law enforcement agency, the office of the Governor, the Department of Legal Affairs, the Department of Law Enforcement, or the Division of Emergency Management as having an official need for access to the inventory or comprehensive policies or plans.
FS 119.071(3)(a) Building plans, blueprints, schematic drawings, and diagrams of government buildings are confidential and exempt from Florida’s Public Records Law, Chapter 119, Florida Statutes. Additionally, section 119.071(3)(b), Florida Statutes, makes exempt from public record the information relating to the security systems for property owned by or leased to the state or any of its political subdivisions. Section 281.301, Florida Statutes, exempts from public record information including all records, information, photographs, audio and visual presentations, schematic diagrams, surveys, recommendations, or consultations or portions thereof relating directly to or revealing such security systems or information. The exemption extends to information relating to or revealing the security systems for property owned or leased by the state or its political subdivisions, and also to security information concerning privately owned or leased property which is in the possession of an agency.
