Per the Revised Code of Washington (RCW) 42.56.250(12), the city is required to provide third-party notice to the employees whose personnel files have been requested. This notice will be given pursuant to RCW 42.56.540, and allows the third party (employee) an opportunity to obtain a protective order.
If the City of Federal Way Police Department has not received notice than an injunction has been issued by the prescribed deadline the records responsive to your request, will be made available.

I am really sorry that it has taken so long to get this completed, we have been having difficulties finding his training file. It does appear that there was no disciplinary report; he resigned in lieu of termination because he was not passing his training phase, which I was able to confirm via Human Resources.
