Pursuant to the Indiana Access to Public Records Act, I hereby request the following records:

All contracts, licenses, MOUs, MOAs, data agreements, letters of intent, State of Work documents, Scope of Work documents, and other agreement documents that were active between 1/1/2020 to the present date with Flock Safety for the use of license plate readers and/or gunshot detection technology.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Is there an agreement for the use of Raven? From a report on December 6, 2023, the agency is now using Flock's gunshot detection technology: https://www.wndu.com/2023/12/07/elkhart-police-dept-rolls-out-new-gunshot-detection-system/

Please see the City of Elkhart's response to your records request. We wanted to make sure you received all contracts related to the Flock Safety. There is language in the 2021 agreement that speaks to the use of Raven.
