Pursuant to the North Carolina Public Records Law, I hereby request the following records:

All Documents including but not limited to Investigation notes, witness statements, evidence collected, names of officers, parties and suspects involved for case #20196544 involving the kidnapping and ransom, extortion involving Sou Yang, on 12/21/2019-12/22/2019 in city of Four Oaks, NC and Dunn, NC. Also a copy of any and all laws (local, state and federal), policies, directives, or other guiding material regarding the investigation, charges, decisions and actions taking by investigating officers and relevant District Attorneys Office for jurisdictions involved.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I have looked through our system and we do not show having had any reports or contact with Sou Yang. There is a report number listed in the request however it is not formatted how our numbers are used, but very similar just missing a - after the year. If it were formatted the same our reports only went up as high as 2811. If you have not already you should try to reach out to Four Oaks since it is also listed on the request.
