Delaware state plan

Pursuant to the Delaware Freedom of Information Act, I hereby request the following records:

I am requesting complete copy of the “Replacing Stolen SNAP Benefits: State Plan” submitted by the state of Delaware to the U.S. Department of Agriculture on 2/27/2023.

The plan was required to be submitted by federal law on 2/27/23 and according to the USDA website below, it was approved on 04/05/23: https://www.fns.usda.gov/snap/replacing-stolen-benefits-state-plan-approvals

I request that the documents I seek be provided in electronic format via email.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
