Dianne,
Although Certificates of Completion have been included in this response, can you please provide the current status of CAZEO Membership?

As you may have read in the responsive documents, it is a requirement of both Zoning Positions and will be required as of January 1, 2023 by statutory mandate for both Planning positions as well.

Kevin Paige

From: Danbury Human Resources

Mr. Paige, as you are aware, pursuant to the FOI Act, in response to a
request for information, public agencies are only required to provide
requesters with existing documents maintained by the agency that are
responsive to the request, which we have done.

Dianne,
Then can you provide the paid invoice for dues for Sean Hearty and Tim Rosati? CAZEO Certification is based on continuing professional education. So the certificates you provided only show initial Certification. Current membership status is what I am requesting.

If the City pays for CAZEO membership, a paid invoice for current annual membership would be a sufficient responsive record.

Kevin Paige

From: Danbury Human Resources

Mr. Paige, the Human Resources Department has no responsive records.

From: Kevin Paige

Dianne,
Thank you. so I read this to believe that no current certification exists.

CAZEO website states:
In addition most municipalities in the State of Connecticut require that the Zoning Enforcement Officer either be currently certified by CAZEO or become certified (usually within a specified time period) once employed. Obtaining certification means that you have the credentials and have demonstrated the requisite knowledge of state statutes, the standards and practices of your profession, along with the skills required for you to effectively perform your job. It is also confirmation that you take your job seriously and that you strive to achieve a higher level of professionalism.

The CZEO certification is a certification that must be maintained. This includes active membership and continuing education credits per the policy adopted by the Executive Committee in 2017 and found on the website.

If you have not maintained your membership and credits, you are no longer considered CZEO certified and may not use the designation. Continuing to use the designation is a violation of the CAZEO Code of Ethics.

I would appreciate you forwarding this to Danbury Human Resources as Mr. Hearty and Mr. Rosati are required to be certified to hold their positions by job description.

Kevin Paige

From: Kevin Paige

Dianne, in light of no responsive records of my initial request, could you please provide any documentation of CAZEO membership compliance the City is in possession of for both Timothy Rosati and Sean Hearty as they are a requirement under Civil Service guidelines?

I can submit a new request if you feel that is necessary.

Kevin

From: Danbury Human Resources

Mr. Paige- as I have previously indicated to you, the Human Resources
Department has no responsive records. If you wish to submit another FOI
request, you can certainly do so.

Sincerely,

Dianne Rosemark
