Pursuant to the Arkansas Freedom of Information Act, I hereby request the following records:

Requesting public records from Wynne Police Department and Cross County Sheriff Department.

Please provide the following:

* Use of Force Policy and Procedures

* Copy of Use of Force Reports from 2021 to Present

* All current policies and procedures maintained by the department regarding reasonable modifications for arrestees that suffering a Mental Health Crisis

* Training Requirements and Policies for dealing with citizens experiencing a mental health crisis

* Policies and Procedures for arrestees requesting medical treatment during or after time of arrest

* Provide training and personnel files for all staff working a law enforcement position, including dispatching and detention center from 2021 to present

* Policy and Procedures for transporting a person with disabilities or experiencing a mental health crisis

* Policy and Procedures for seat belt use

* Policy and Procedures on nonemergency driving to include speed limit policy

* Copy of all Use of Force reports from 2021 to present

* Provide policy and procedures showing that the above agencies are following the condition of receiving federal financial assistance, certification that they are complying with all requirements imposed by Title VI and the federal regulations implementing Title VI regulations.

* Provide documentation that show the above agencies receive funds from the Office of Justice Programs (“OJP”) and that they are following the requirements of the Safe Streets Act.

* Provide the number of internal affairs investigations performed from 2021 to present and list the reasoning for the investigation.

* Provide a racial breakdown of all arrest from 2020 to present and charges that accompany each arrest.

* From Dates 2020 to Present please provide a breakdown of all arrest that was not supported by probable cause, resulting in arrestees release without charge.

* From Dates 2020 to Present please provide a breakdown of racial and disability for all internal affairs investigations that was conducted due to complaints from citizens stating that their Constitutional Rights was violated. Also please provide the outcome of the investigation. These violations include the following:

- a. Making unconstitutional stops, searches, and arrests, in violation of the Fourth and Fourteenth Amendments;

- b. Using excessive force, in violation of the Fourth Amendment.

- c. Retaliating against individuals engaging in constitutionally-protected expression, in violation of the First Amendment.

- d. Using enforcement strategies that disproportionately impact African Americans, in violation of Title VI, the Title VI implementing regulations, 28 C.F.R.§§ 42.101-112, and the Safe Streets Act and its implementing regulations.

- e. Failing to make reasonable modifications to their practices regarding the use of force against individuals with disabilities, in violation of Title II.

* Provide agencies policy and procedures for dealing with violations of the Constitution and federal law that are driven by practices that are systemic deficiencies in policies, training, supervision, and accountability structures.

* Provide a listing of all law suits filed against the agencies above from 2018 to present.

* Provide policy and procedures for pre-arrest search of arrestee and transport patrol unit.

* Provide policy and procedures for medical decisions at hospital of arrestee by arresting officers or supervisors.

* Provide policy and procedures on responding to all calls of service.

* From Dates 2019 to Present, please provide copies of all internal affairs investigation or disciplinary records of all law enforcement officers for failure to respond to a calls and dispatchers for failure to relay calls of service.

* Provide a copy of law enforcement handbook and detention officer handbooks for each agency listed above.

* From Dates 2020 to present please provide a racial breakdown of all staff, positions and total number of staff.

* Provide procedures and policy for citizen complaints.

* Provide procedures to have a staff investigation referred to an unbiased agency. Example, Arkansas State Police.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is an appeal under the Freedom of Information Act

I appeal the decision to charge a fee for responsive documents. I believe that I am
entitled to a waiver of fees. Disclosure of the documents I requested is in the public interest
because it is likely to contribute significantly to public understanding of the operations or
activities of the government and is not primarily in my commercial interest. I will also provide a prepaid return from account with FedEx or UPS.
