Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

For the last four years, am asking for the final versions of the "Felony Review Training Manual" that are used by the Cook County State's Attorney.

Please be aware that I am asking for all final versions of the "Felony Review Training Manual" for the entire four years from July 10, 2016 to July 10, 2019. I am aware that the Felony Review Training Manual's guidance may change based on statutory or judicial changes such as Supreme Court rulings (e.g. Carpenter v. United States). Therefore, I am asking for all *final* versions between those dates.

I am further aware that this manual maybe located in the Felony Review Unit of Cook County State's Attorney. Please search for records there but please do not limit your search to the Felony Review Unit because responsive documents may be located elsewhere.

Please be aware that this request is being made by a member of the press for the purposes of journalism. Therefore I am requesting your office waive any fees that may be associated with this request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

FOIA officers,

As you aware, under the Illinois FOIA Act, I am due responsive records within 10 business days. To date your office has not provided responsive records nor has your office acknowledged reception of this request, thereby waiving your office's ability to claim the request is overly broad. See (5 ILCS 140 Sec 3 (d) "A public body that fails to respond to a request received may not treat the request as unduly burdensome under subsection (g)".

Mr. Martinez,

Please see attached for the SAO's response to your FOIA seeking Felony Review Guidebooks. We received an email from Loevy yesterday indicating that you never received a response from us for this FOIA. I looked and have no record of this ever coming through to us, not to the SAO FOIA account, its junk/spam folder, or my own county email.

I'm not sure what could have caused this. If you could please send me whatever record you have of how this was sent to us, I'd appreciate it. I'm just trying to see what could have happened to ensure the problem does not arise again in future requests, so no hurry.

Also, the SharePoint process to get the records will send you an access code via email. Annoyingly, for some folks this goes to spam/junk. So if you don't see it come through right away, check there.
