To Whom It May Concern:
Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:
Copies of all communications sent to correctional staff at all prisons in the state, including but not limited to emails, letters, and memos, sent between March 1, 2020 and the date this request is processed.
I also request that, if possible and pursuant to Conn. Gen. Stat. ยง 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

As it pertains to all communications sent to correctional staff including emails/letters/memos sent between March 1, 2020 to present, please find the responsive records attached. We are still gathering additional records and will forward those accordingly.
As it pertains to your requests for all communications to inmates including memos or posters publicly posted for inmates to see as well as all scripts/directives for communicating with inmates about COVID-19 between March 1, 2020 to present, that information can be found on our website here: https://portal.ct.gov/DOC/Common-Elements/Common-Elements/Memos-To-Offender-Population
As it pertains to all documents pertaining to the use of inmate labor produced between February 1, 2020 to present, to include work directives, policies, protocols for work, reports on materials produced, and any other documents related to inmate labor, please find the responsive records attached.
