Hi Eric,

Thank you for the list of State Chartered CUs regulated by Connecticut Department of Banking, however there was a request for fields of membership of Connecticut State Chartered CUs.
We are still interested in the document (or set of documents) containing the most recent fields of membership for these 26 State Chartered CUs.
Such documents were provided to us by your department in 2015. Considering this, your department should maintain such information and is responsible for providing it per public request.
Please provide us with the most recent FOM of active state-chartered credit unions to fulfil our request.

From: Department of Banking

Good afternoon:

Thank you. I am just finding this follow up. I will take a look and provide an update shortly.

Very truly yours,

Good morning Eric,

I would like to know is there are any updates on the request for fields of membership of Connecticut State Chartered CUs?
Please let us know when we can expect to receive a response.

Thanks for your help, and let us know if any other info is needed.

From: Department of Banking

Mr. Brownell:

Thank you. The Department of Banking is transitioning to a new online FOI management system called GovQA, accessible on the Department webpage: https://FOI-Freedom-of-Information-Requests. To maximize efficiency in processing and tracking requests the Department recommends that consumers, both individuals and entities processing requests, utilize the GovQA portal.

I have not neglected your CT FOI Act request, as clarified on September 7th. The Department is seeking to upload your request into the GovQA platform. I am in communication with the Division responsible for managing the “financial institutions” records to which you refer, and I expect to issue a final response by September 29th at the latest, hopefully by September 21st. (I will be away September 22nd – September 25th). Please note that the Connecticut Freedom of Information Commission interprets ‘promptly’ under CGS Section 1‑19(a), as “ … quickly and without undue delay, [considering] all of the factors presented by a particular request. Because the facts are going to vary, and vary in significance in each case, the Commission cannot definitively set out in this opinion all of the factors that should be considered in determining promptness…” See Advisory Opinion 51<https://www.state.ct.us/foi/Advisory_Opinions_&_Dec/AO_51.htm>. If you believe your request is urgent and/ or should be prioritized above others, please provide an explanation for that proposition.

Very truly yours,

Mr. Brownell:

I am still conferring with the Financial Institutions Division (FID) to assist in your request. To respond to your request for agency records, FID has suggested that you provide a copy to me via email of the response the Department issued in 2015. This will enable the Department to be certain of the record(s) to which you refer – so that we may properly update such records as provided under the CT FOI Act.

Thank You,
