To Whom It May Concern:

Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

- An itemized list of Office of Attorney General expenditures on Insurance Commissioner Katharine Wade's legal representation before the Connecticut Office of State Ethics. Commissioner Wade is represented by Kimberly A. Knox of Horton Shields & Knox P.C. If no such list exists, I request all receipts, invoices, cancelled checks and/or documentation about such expenditures to the law firm of Horton Shields & Knox P.C. about conflicts of interest or ethics laws from the dates 1/1/15 to the present.

- Any authorization letter or contract between the Office of the Attorney General and Kimberly A. Knox and/or the law firm Horton Shields & Knox P.C. I request any such authorization letter or contract for such expenditures in connection with legal representation for Department of Insurance Commissioner Katharine Wade.

- Any authorization letter, memorandum of understanding or email between the Office of the Attorney General and the Office of the Insurance Commissioner authorizing state expenditures on Commissioner Katharine Wade's legal representation before the Connecticut Office of State Ethics.

I also request that, if possible and pursuant to Conn. Gen. Stat. ยง 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Sincerely,

David Sirota
