Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records:
Please provide all financial documents related “KeyWatcher” system in use by Concord Police Department: including bids, quotes, invoices, payments, vendors, and installers.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

This email will acknowledge receipt of your December 17, 2014 Public Records Act Request seeking:
"all financial documents related 'KeyWatcher' system in use by Concord Police Department: including bids, quotes, invoices, payments, vendors, and installers."
While we are aware of your pending civil rights litigation against the City, we understand that the court lifted the discovery stay in that matter on September 30, 2014. Please be advised that we will attempt to identify documents that are in our possession which are responsive to your request accordingly. To the extent that those documents are not privileged, confidential, or otherwise exempt from the Public Records Act, we will produce those documents promptly.
Should you have any questions in the meantime, please do not hesitate to contact me.

Pursuant to my December 22, 2014 email to you, please find responsive reports attached. Please note that the Invoice from Morse Watchmans originally contained information related to the vendor's bank account. Pursuant to Government Code Sections 6254 and 6255, please note that the Invoice has been redacted as to those parts accordingly.
