Pursuant to the South Carolina Public Records Law, I hereby request the following records:

1. All documents signed with procurement software or software to create and publish RFI, RFQ, RFP this agency uses or used in the past five years.

Additionally, if possible, please answer the following four questions:
a. What is the name of the procurement software you use (or the name of the software you use to create and publish RFI, RFQ, RFP)?
b. What is the annual cost for this software?
c. When did the most recent contract with the software provider begin?
d. Do you use your ERP system to manage the process of RFI, RFQ, RFP?

If there are any fees required to fulfill this request, please let me know in advance of fulfilling my request.

Thank you for contacting the City of Columbia Attorney's Office. Your request for information pursuant to the Freedom of Information Act, S.C. Code § 30-4-10 et. seq., has been received and forwarded to the appropriate department for review. Please be advised that § 30-4-30(b) of the South Carolina Code authorizes a public body to "establish and collect fees" for providing information pursuant to a Freedom of Information Act request. Prior to providing pertinent documentation, we will notify you of any fees associated with your request.

Once all documentation has been compiled and reviewed, non-exempt documents will be forwarded to you within 30 days, unless otherwise stated.

Good Morning,
Your request for information pursuant to the Freedom of Information Act, S.C. Code 30-4-10 Ct. seq., concerning the above-referenced matter, was received in the Office of the City Attorney on June 12, 2020 and forwarded to the City of Columbia Procurement and Contracts Department for response.
Please find below a response which contains information regarding the abovementioned request.
The Procurement and Contracts Department does not utilize a software to create our RFI, RFQ, or RFP documents; however, we do utilize a software, IonWave, to publish these documents.
a. We utilize IonWave for publishing our solicitations. This software is not used to build/create solicitations or sign documents.
b. There is an annual cost of approximately $16,500 for IonWave services.
c. Our department has been contracted with IonWave since 2016.
d. IonWave does not manage our solicitation process.
