Pursuant to the Colorado Open Records Act, I hereby request the following records:

Any and all contracts (as well as all associated amendments, exhibits, and materials), memorandums of understanding, and other equivalent agreements entered into by this agency with Satellite Tracking of People LLC, also known as STOP LLC. Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• other bidder responses
• the current contract
• all exhibits
• all amendments
• all performance work statements
• all deliverables inventories

Please include in (but do not limit) this request to materials related to the following products:
• BLU+
• BLUhome
• BLUbox
• Stalker Alert
• VeriTracks

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for contacting the Colorado Department of Corrections.

The Colorado Department of Corrections will make every effort to provide an
acknowledgement of receipt of your request and proposed delivery date within
three working days. The three-day response time starts when a request is
received by the Records Custodian. A request received by the Records
Custodian after 3 pm or any day that the Department of Corrections is
officially closed will be considered received as of the next business day.

Please note:
The Department of Corrections charges an hourly fee for the research,
retrieval and preparation of records. The first hour of research, retrieval
and preparation are without charge. Beyond the first hour, the fees may vary
depending on the type of record and the discretion of the custodian but will
not exceed $30 per hour.

In addition to the research, retrieval and production fees, there is a .25
per page fee for paper copies. The per page fee is not charged for electronic
documents, however, research, retrieval and production fees still apply.

Any fees due are payable in advance. Responsive documents will not be
produced until payment has been tendered.
