Hi Matt,

We have received and have been researching your CORA request, and we wanted to share initial feedback:

n Any request seeking records for President Benson would need to be submitted through the CU System CORA office (coracusystem@cu.edu<mailto:coracusystem@cu.edu>).

n Please note, though, that President Benson does not sit on the board of the Pac-12. Chancellor DiStefano (who is part of the Boulder campus) does, however. Please let us know if you would like to modify your request in light of this information.

n A cursory search of Rick George's email did not locate anything responsive, but we have not yet undertaken a formal IT search. Please note that it's likely that any responsive records located, including the referenced bid book, will be fully or partially protected by the CORA exception for trade secrets and confidential information. Please see Colorado Revised Statutes Section 24-72-204(3)(a)(IV), which provides that: "The custodian shall deny the right of inspection of the following records ... [t]rade secrets, privileged information, and confidential commercial, financial ... data..."

Depending on how you'd like to proceed, we will work to provide you with a time/cost estimate as quickly as possible. Please note that all work, including the research and estimate, will be charged at the standard CORA rate of $30/hour (subtracting a free first hour).

Hi Matt,

Thanks for your additional guidance! Following up on my earlier message, we have now completed the IT-assisted estimation process for your request. That process located 11 records that may be responsive to your request, and an additional 64 unindexed items that the server cannot search for unknown reasons. As previously noted, it's likely that any responsive records (including but not limited to the bid book) would need to be significantly redacted or withheld entirely under the CORA exception related to trade secrets and confidential information, but counsel would need to fully review to make a final determination. It is not yet known whether the sought bid book is included with any of these records, and we have not located it outside of this process.

Based on the above information, the cost estimate to review the 11 likely responsive records is $30 based upon 1 administrative hours at a rate of $30 per hour. The cost estimate to review all 75 records is $60 based upon 2 administrative hours.

If you wish to proceed with your request, we will require written confirmation that you wish to proceed in light of the estimated retrieval and review time and actual costs for gathering the records, and you will be required to pay the amount as a deposit prior to the University gathering and reviewing the records. The University will track the amount of time actually spent retrieving and reviewing records and refund any portion of the deposit that exceeds the actual amount of time spent. Conversely, you will be charged at the quoted rate if actual retrieval time exceeds the estimate.
