We are in receipt of your OPRA request for email exchanges between various members of the police department that reference the words "Israel", "Palestine", "Hamas" and/or "Jerusalem". The City conduced a search of its records and is producing all of the emails to you. However, please note that some of the emails are redacted due to the sensitive nature of the emails which relate to various intelligence received from State agencies such as the New Jersey Regional Operations Intelligence Center and the New Jersey Office of Homeland Security. The redactions in emails received from those agencies were made under the emergency and/or security measures/surveillance techniques exemptions contained in N.J.S.A. 47:1A:1.1, N.J.A.C. 13:1E-3.2(a)(2), N.J.A.C. 13:1E-3.2(a)(5), and/or Executive Orders #5 (Governor Corzine, paragraph 28) , #21 (Governor McGreevey, paragraph 1), and #69 (Governor Whitman, paragraph 4).

In addition, redactions were made to emails that originated from Clifton Police Officers, including but not limited to Officer Gary Giardina, as the messages relate to various ongoing investigations regarding bias crimes and other criminal acts. Those redactions were made in accordance with the ongoing investigation and criminal investigatory records exemption set forth in N.J.S.A. 47: 1A-1.1 and N.J.S.A. 47: 1A- 3 as well as the security exemption in accordance with N.J.S.A. 47: 1A-1.1.
