Pursuant to the Washington Public Records Act, I hereby request the following records:
Staff roster including but not limited to first and last names, job titles, areas of assignment, and badge, serial, and other identifying numbers. In order of preference, I would prefer that this data be provided as: plain text with comma-separated-values (i.e., a "CSV" file), OpenDocument spreadsheet, Excel spreadsheet, or the native electronic format of the software from which this information is retrieved in fulfillment of my request. I specifically request that you not create a new record for me by rendering to PDF or by printing your electronic record then scanning it to make a series of images of the printed data.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

RESPONSE
Please be advised that high request volumes have increased our turnaround time for processing requests.
We anticipate that either the requested records, a first installment of records or an update regarding your request should be available on or about 06/15/2023. This preliminary estimate takes into account, among other things, the need to locate and assemble the record(s) requested, notify third persons or agencies affected by the request, and determine whether any record(s) must be redacted in whole or in part. This estimate also takes into account the number of public records requests currently being processed and planned staff absences.
In the event that we require additional time in which to respond, we will notify you.
Please note that the Sheriff's Office reserves the right to utilize an installment methodology in responding to your requests. This methodology is authorized pursuant to RCW 42.56.080. In the event that we elect to utilize an installment methodology, then the above noted estimate should be interpreted as applying to the production of a first installment of records and not interpreted as the estimated date by which we will have completed processing the request.
Note that Pursuant Clallam County Policy 321.17, fees for records requests shall be waived when the total fee for the request is under ten dollars. After a request has reached $10, an invoice will be generated for records released previously along with the current installment.

Dear Rose Terse:
We are writing to provide you with a status update regarding your pending request.
Our last letter indicated that the next installment of records would be available on or around 07/07/2023.
However, since the file responsive to your request is a list of individuals, a declaration of purpose is required. We cannot finish processing your request without a completed declaration on file. Washington law prohibits Clallam County from providing access to lists of individuals when such lists are requested for commercial purposes. RCW42.56.070(8). Commercial purposes, in this context, include business activities by any form of business enterprise that are intended to generate revenue or financial benefit. While the statute clearly encompasses a commercial purpose which involves direct contact of the individuals named in a list, commercial purpose is not limited to situations in which individuals are directly contacted or personally affected. While the Public Records Act (PRA) generally prohibits an agency from inquiring as to a requestor’s purpose, it expressly authorizes an agency to inquire as to a requestor’s purpose when necessary to determine whether the requestor is seeking a list of individuals for commercial purposes.
If we do not receive a completed declaration within thirty (30) days of today’s date, we will consider your request abandoned and close your request.
You may return the completed declaration via this email address or you may mail the completed declaration to the Sheriff's Office at 223 E. 4th Street, Suite 12, Port Angeles, WA 98362.
