Pursuant to the California Public Records Act, I hereby request the following records:

All records and materials related to the employment (and all associated events, including performance, evaluations, disciplinary actions, etc.) of Joseph Matthew Rangel (dob 5/3/1977), who was employed by your agency from 02/01/2008 through 12/31/2013.

Please provide all available personnel files and materials, including but not limited to all records regarding Mr. Rangel's involvement in:
- Incidents involving the discharge of a firearm

Please provide as responsive all records related to Mr. Rangel, including but not limited to: investigative reports; photographic, audio, and video evidence; transcripts or recordings of interviews; autopsy reports; all materials compiled and presented for review to the district attorney or to any person or body charged with determining whether to file criminal charges against an officer in connection with an incident, or whether the officer’s action was consistent with law and agency policy for purposes of discipline or administrative action, or what discipline to impose or corrective action to take; documents setting forth findings or recommended findings; and copies of disciplinary records relating to the incident, including any letters of intent to impose discipline or demotion, any documents reflecting modifications of discipline due to the Skelly or grievance process, and letters indicating final imposition of discipline or other documentation reflecting implementation of corrective action.

Please include as responsive any materials related to any alleged or actual constructive dismissal (also called constructive discharge or constructive termination) and any other reasons for dismissal. Responsive materials would also include all other records related to the end of this individual's employment with your agency.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Hi Tiffany - While you are still in the process of completing this request, I now realized that even though Joseph Rangel did not work for you beyond 2013, he did have a continuing, active settlement claim and subsequent negotiations that culminated on 2/25/15 with the acknowledgement of a pre-approved civil release resolving any pending disciplinary actions for any and all previous claims between the parties. (See handwritten comments middle of page 2).

Please include this referenced document and anything else related in addition to reports you are currently processing, because even though it happened after his date of discharge, it was part of the discharge settlement made between Rangel and the City and I want to make it clear that I am in need of this document as well. Thank you, Bob p.s. For your reference, I have attached his Compromise and Release Settlement Document for quick reference.

Tiffany - Your anticipated date to complete this request was last month, so please update as to status of this request. Thank you, Bob

Good afternoon Muckrock and Mr. Adams,

Thank you for providing the State of Cal Work Comp Compromise and Release document. I appreciate your patience as we work to fulfill your request. I see that this document specifically lists an Oct. 25, 2013 shooting incident and that you are now also requesting any documents related to the discharge settlement.

We do have a courtesy report dated 10/25/2013, CH13-09351 as it pertains to the Discharge of a Firearm pursuant to SB1421. The incident took place in Roseville Police Department’s jurisdiction and they were the primary agency involved in this incident. Our report has been redacted and will be presented to our attorney for release.

Additionally, I wanted to provide you an update regarding the Sustained; False Statements. I have located a 56 pages index regarding the internal affairs investigation and I am now in the process of redacting this document for review with our attorney in preparation for release and review.

Our new estimation for completion is December 2020 and I will provide another update sooner, as I intend to do a rolling release if you have no objections. I hope to secure an appointment with our attorney during the week of November 16-21, 2020 and will continue to complete your and many others with all practical speed.

Please contact me if you have any additional questions or concerns.

Sincerely,

Tiffany Campbell
