Pursuant to the Ohio Open Records Law, I hereby request the following records:
All completed job applications from prospective applicants to the police department dating from January 1, 2014 to July 1, 2021. In particular I am looking for (but not restricted to) the following information from each applicant: date application received and/or processed, application unique identifier (if exists), gender/sex (if exists), race (if exists), and any resume/CV/cover letters attached. However, any and all information of the applicantion that is available is most preferred.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Police Department is compiling records responsive to your request, however the portions of your records request below for all completed job applications from prospective applicants to the police department dating from January 1, 2014 to July 1, 2021 is overbroad. The Police Department does not keep the data in a format as you indicated, and in the alternative, you request more than seven years of an entire category of records without a narrowed topic or subject. As such, this request constitutes a request for a complete duplication of the City's records, and therefore, it is overly broad. State ex rel. Glasgow v. Jones, 119 Ohio St. 3d 391 (2008); State ex rel. Daugherty v. Mohr, 2011-Ohio-6453 (10th Dist. 2011).
In an effort to still provide you with the responsive records you request, please narrow your request criteria. If we do not receive a response by close of business Friday, December 17th, we will consider this request closed. Please reach out with any questions. Thank you.

Hope this can narrow the search a little:
All completed job applications for sworn-in police officers completed from January 1, 2014 to December 31, 2020 - this is to include applicants that have been both accepted and denied, however, if denied applicants are not available, then accepeted applications can suffice. I am looking for all information that is included in the job application (although personal information such as name, SSN etc. can be withdrawn), including the date submitted. If this is overly broad, the following information from the job application is requested: age, race, highest level of education completed, date application submitted, position applied for, and position accepted to.

Thank you for clarifying what you're seeking, unfortunately, fulfilling the request as written would entail gathering thousands of applications consisting of several pages each, for a seven-year period. This constitutes a request for a complete duplication of the City's records, and therefore, it is overly broad ~ State ex rel. Glasgow v. Jones, 119 Ohio St. 3d 391 (2008); State ex rel. Daugherty v. Mohr, 2011-Ohio-6453 (10th Dist. 2011) ~. Additionally, the applications do not ask for race/gender.

Thanks for the helpful information. Here is a significant narrowing of my request:
All completed job applications for sworn-in police officers completed from June 1, 2014 to May 31, 2015 - this is to include applicants that have been both accepted and denied, however, if denied applicants are not available, then accepeted applications can suffice. I am looking for all information that is included in the job application (although personal information such as name, SSN etc. can be withdrawn), including the date submitted. The following information from the job application is requested if the prior description is overly broad: age, sex (if asked - I see that gender was not asked for), highest level of education completed, date application submitted, position applied for, and position accepted to. This is 1 calendar year's worth of data.
Hope this helps refine the search and thank you so much for being patient with me!

Reference your request below, we thank you for your patience as we determine the extensiveness of the request.
Unfortunately, narrowing the request to June 1, 2014 - May 31, 2015, has not provided us with a narrowed enough search to eliminate complete duplication of records in accordance with the guidelines below.
This constitutes a request for a complete duplication of the City's records, and therefore, it is overly broad ~ State ex rel. Glasgow v. Jones, 119 Ohio St. 3d 391 (2008); State ex rel. Daugherty v. Mohr, 2011-Ohio-6453 (10th Dist. 2011) ~.
Our Personnel Management Section has identified this amendment still encompasses nearly 140,000 pages of documents for approximately 4,681 applications.
At this time, we are unable to fulfill your request based on these parameters and will consider PRR 119451 closed. Thank you.
