Pursuant to the Ohio Open Records Law, I hereby request the following records:

- Any emails, memos, or notification reports sent to the company SoundThinking (formerly shotspotter). These are reports where personnel have reached out to Shotspotter for support, because the system failed to detect a shooting or misclassified an incident. According to ShotSpotter, their best practices include steps to ensure that if police officers conclude the ShotSpotter alert was indeed a “false positive,” they report that the company to "keep track and take remedial steps to minimize false positives in the future". I am looking for any such feedback given to ShotSpotter.

- Any emails between department staff with the words "false positive" and "Shotspotter" or "shot spotter" or "sound thinking". Responsive records should be from 2018 until the date this request is processed.

- Copies of all SoundThinking (Shotspotter) responses to aforementioned notification reports, Responsive records should be from 2018 until the date this request is processed.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

A proper public records request must fairly and specifically describe the records being sought, State ex rel. Carr v. London Corr. Inst., 144 Ohio St. 3d 211 (2015); State ex rel. Zidonis v. Columbus State Community College, 133 Ohio St. 3d 122 (2012), so the public office can identify responsive records based on the manner in which it ordinarily maintains and accesses those records. State ex rel. Morgan v. Strickland, 121 Ohio St. 3d 600 (2009).
We need an email address or at the minimum the email domain for SoundThinking and/or shotspotter. What department staff are you specifically asking looking for communication with.
Please respond within 10 business days or we will close the request and a new public records request will have to be created.

The City of Cincinnati received a Public Records Request from you on October 30, 2023.  After reviewing your request, we require further clarification in order to process your request.

Your request for all correspondence effectively requests that the City search and produce documents in the possession of any and all City employees. These requests would require the City to review over 6400 email accounts and contact every City employee. As such, this request constitutes a request for a complete duplication of the City’s emails and is therefore overly broad. State ex rel. Glasgow v. Jones, 119 Ohio St. 3d 391 (2008); State ex rel. Daugherty v. Mohr, 2011-Ohio-6453 (10th Dist. 2011).  The City is happy to retrieve appropriate records once you provide us with specific emails or identify positions or departments that you would like searched.

Perhaps you can more specifically identify those employees whose emails you would like reviewed for responsive documents. If you do not know the identity of the employees or officials whose mailboxes you would like reviewed, perhaps you could identify the positions of the personnel whose correspondence you seek.

Please reply within ten (10) business days or your request will be closed, and you will be required to submit a new request.

Hello, could I narrow the scope of this request to be for any emails sent by members of Cincinnati Police Department who are not patrol officers or administrative HR representatives to any individual whose email address ends with "@shotspotter.com" or "@soundthinking.com". Please include responses to these emails as well. I can further limit the scope of the request to only be for the last year. Unfortunately I am unclear exactly who at the department would be sending the aforementioned notification reports, so I cannot limit the scope of the employee inboxes that need to be searched beyond excluding patrol officers and HR. Again, I''d be happy to discuss this over the phone to better target the request and assist the department in a search for responsive records. Don't hesitate to call me at 8053383408
