Jason Palmer via email, requests@muckrock.com (mailto:requests@muckrock.com) Dear Mr. Palmer, I am responding to your Freedom of Information Act FOIA request seeking the Environmental Investigation and Corrective Action Summary for 3710 South California Avenue. The record is now available at this link . Please be advised that cell numbers have been redacted pursuant to section 5 ILCS 140/7(1)(b), and section 7(1)(c). 7(1)(b) exempts from disclosure “private information.” Private information is defined in 5 ILCS 140/2(c-5) as “unique identifiers, including a person’s social security number, signature, driver’s license number, employee identification number, biometric identifier’s, person financial information, passwords, or other access codes, medical records, home or personal telephone numbers, and personal email address. Private information also includes home addresses personal license plates, except as otherwise provided by law or when compiled without possibility of attribution to any person.” Therefore, these identifiers are properly redacted pursuant to section 7(1)(b) of FOIA from the responsive records. Section 7(1)(c) exempts from disclosure: “[p]ersonal information contained within public records, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy[…] ‘Unwarranted invasion of personal privacy’ means the disclosure of information that is highly personal or objectionable to a reasonable person and in which the subject’s right to privacy outweighs any legitimate public interest in obtaining the information. You have the right to have a denial reviewed by the Public Access Counselor (PAC) at the Office of the Illinois Attorney General, 500 S. 2nd Street, Springfield, Illinois 62706, (877) 299-3642.
