The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Particularly this section:

Instead of assessing late penalties whenever motorists don’t pay up within 21 days of a liability determination, the city started abiding by the 25-day grace period required by law.

This seems like a change in either rules, regulations, or business process policies. I'd like to see the documents that were changed by this "administrative change"

Thought I responded. My apologies. Formal response is attached. As mentioned in my voicemail from a few weeks ago, DOF does not have responsive material. Though I’m not positive, I’m willing to bet either Administrative Hearings or the Law Department would have what you’re looking for.
