Persuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:
A full copy of all contracts and written agreements between the Chicago Park District and the following companies:
Chicago Rowing Foundation (online here: http://www.rowchicago.com/)
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This letter is in reply to your Freedom of Information Act (FOIA) request seeking the following:
A full copy of all contracts and written agreements between the Chicago Park District and the following companies:

RESPONSE: Attached please find documents per your request. Under the rules of FOIA, private information and unique identifiers contained within public records are exempt from public disclosure; those portions are redacted. Pursuant to 5 ILCS 140:
a. Section 7(1)(b) - Private information, unless disclosure is required by another provision of this Act, a State or federal law or a court order.
b. Section 7(1)(c) - Personal information contained within public records, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy, unless the disclosure is consented to in writing by the individual subject of the information. “Unwarranted invasion of personal privacy” means the disclosure of information that is highly personal or objectionable to a reasonable person and in which the subject’s right to privacy outweighs any legitimate public interest in obtaining the information. The disclosure of information that bears on the public duties of public employees and officials shall not be considered an invasion of personal privacy.
In the case of a denial, you have a right of review by the Illinois Attorney General’s Public Access Counselor, who can be contacted at 500 S. Second St., Springfield, IL 62706. You may also seek judicial review of a denial under 5 ILCS 140/11 of FOIA.
