Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

The data record layout, data frame, or any equivalent data framework used by this department to document Chicago's Lake Michigan drownings and drowning death rates containing demographic characteristics of individuals associated with each event from Dec. 31, 2010 to July 21, 2021. Please provide a list of the Chicago beaches with the data records layout, data frame, or any equivalent data framework used by this department to document drownings and drowning death rates.

Materials responsive to this portion of this request should include reference to the data elements collected by this department and should not include any personal information.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please be advised that each City department is a "public body" under Section 2 of FOIA, 5 ILCS 140/2(a). See Duncan Publishing, Inc. v. City of Chicago, 304 Ill. App. 3d 778, 784, 709 N.E.2d 1281, 1286 (1ST Dist. 1999) ("Clearly, each of the individual departments are subsidiary bodies of the City and are 'public bodies' as defined by the FOIA.")  A FOIA request must be directed to the department that maintains the records you are seeking.
