Please provide the final report and presentation materials of the Aggregate Pricing Analysis produced by the Civic Consulting Alliance in 2016.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I’m hereby appealing the denial of a request for the “final report and presentation materials of the Aggregate Pricing Analysis produced by the Civic Consulting Alliance in 2016,” which was filed with the City of Chicago Treasurer’s Office on Feb. 5, 2018.
This request was rejected under Exemption Section 7(1)(f), which exempts from release “preliminary drafts, notes, memoranda and other records in which opinions are expressed, or policies or actions are formulated.”
The fact that the final report and presentation are being used to make a decision regarding aggregated pricing analysis does not render the report or the presentation “preliminary” in any sense. These are fully fleshed out and complete documents that are being used to make a decision. The exemption cited to justify this rejection is blatantly inapplicable, and this rejection is completely unjustified.
