Hi, a reviewer would not have to read 2-3 pages for each request. Since every request is digital, the agent would just need to press control F and search for 'unduly'
This would take approximately 15 seconds for each request, thus shedding the search time from the estimated 4-6 min per request to 15 seconds, thus shedding the overall review time from 63 and 94 hours to about 4 hours.
Additionally, for unduly burdensome exemptions the agency must provide why the 63-94 hour estimate outweighs the public interest. The public has an interest in knowing how many requests made via FOIA to the Chicago Police Department are being exempted for reasons of being unduly burdensome. It is actually the burden of the agency to prove why this isn't the case.

Not only is 64-93 hours not unduly burdensome, but the estimate isn't correct. The estimated time using the CTRL-F search feature reduces it to 4 hours or less. Additionally, the average reading speed is 300 words per minute, so even if the officer had to read every single word of every document (unlikely) it would take them 3 minutes per document maximum to read(since every page is ~250 words) thus bringing down their estimate of 64-93 hours to 48 hours.
