Pursuant to Virginia Freedom of Information Act, I hereby request the following records:

All memos, internal department emails, guidelines, and directives about the Unite the Right rally containing the keywords: "Unite the Right" "alt-right" "antifa" "protest" "counterprotest" "crowd control" "Trump." Please limit my request to all documents from Aug. 1, 2017-Aug. 14, 2017.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

The Virginia FOIA code states:

ยง 2.2-3704. Public records to be open to inspection; procedure for requesting records and responding to request; charges; transfer of records for storage, etc.
A. Except as otherwise specifically provided by law, all public records shall be open to citizens of the Commonwealth, representatives of newspapers and magazines with circulation in the Commonwealth, and representatives of radio and television stations broadcasting in or into the Commonwealth during the regular office hours of the custodian of such records. Access to such records shall be provided by the custodian in accordance with this chapter by inspection or by providing copies of the requested records, at the option of the requester. The custodian may require the requester to provide his name and legal address. The custodian of such records shall take all necessary precautions for their preservation and safekeeping.

This appears to be an automatically generated e-mail. I have no evidence to indicate that you are eligible to receive records, additional information demonstrating compliance with the code is required.

If this is monitored, due to the overwhelming requests at the time of this event and for several months following, and the amount of material previously released, I am not sure if your request refers to something not previously released. This includes e-mails, and operational plans that were not exempt, which answers most of the request. Please see the City of Charlottesville website with the link to the Heaphy report. Other news publications have also published materials. Along with proof of compliance with the code, I will need some further clarification to evaluate your request.
