To Whom It May Concern:
Pursuant to North Carolina Public Records Law (G.S. §§ 132-1 through 132-10), I hereby request the following documents:
All records created and/or collected from January 1, 2014 to present concerning citations issued to non-motorized bicyclist in your municipality. This is to include but not be limited to:
1) the date and time a citation occurred;
2)the street, alley or “side street” where a citation occurred;
3) related reports or narratives;
4) information on resulting arrests;
5) and information on the persons cited/arrested, including demographic (race/age/ethnicity/gender) information.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Dear ma'am or sir,
We apologize for the delay, as we believe our response to your pedestrian request also fulfilled this one.
We have looked at our citation records and reached out to our Records Management Software vendor, and we do not possess the data you have requested. We complete and submit citations to the state of North Carolina electronically, through software provided by the Administrative Office of the Courts (eCitation). Once submitted, we do not have database access to the citation data you request, or it is not collected. Only basic data from the citation are imported into our Records Management System, such as the name and demographics information of the person cited. Whether the person is a driver, pedestrian, or cyclist is not imported into our records system.
