Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

All documents, spreadsheets, memo's, call transcripts, and emails concerning to the Southern Sky Renewable Project at the Carver Landfill, which was approved at annual Town Meeting on June 16th, 2014. This should include all emails sent to and from the Town Administrators office (all employees), and the Town Planners' office (all employees) relating to this project. It should also include all emails received by Town employees from Southern Sky Renewable and its agents and/or representatives. This request also includes all Documents and emails sent to and received from any and all Kopelman and Paige attorneys and employees.

I understand that this project and its contract(s) and agreement(s) were negotiated in Executive Session because that may have a detrimental effect on the bargaining position of the town if held in open session. Now that the Project and agreements have been approved by Town Meeting it's time for complete transparency for this project.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Public Records Request follow-up

Good afternoon Elaine & Michael-

I'm writing to let you know that yesterday I received a response from my Public Records Request (which was originally sent on June 19th, 2014), from Town Administrator Michael Milanoski (it's attached). I'm copying in Muck Rock, who submitted the original request on my behalf, so that their online record of my request can be updated and be completely accurate.

First, I want you both to know that my request for Public Info is meant to be flexible and I won't complain about how long it takes to fulfill. As long as a good faith effort is made by the town, and we can agree on a plan, you can take as long as needed, it's not necessary to rush the info back to me.

When I submitted this request I was upset that I wasn't given a fair chance at Town Meeting to get an up or down vote for my "Buy American" Amendment to the latest Southern Sky project. While I still believe this to be true, I want to scale back my request so that it won't take up so much of your valuable time. I'm asking today if you would consider the following changes to my request for public info.

- Remove all town emails and transcripts from my request. I only want documents, memos, plans, & spreadsheets involved with this project.

- Remove Town Counsel emails from my request

- Remove Southern Sky Renewable emails from my request. Again, I only want to see the documents, memos, plans, & spreadsheets involved with this project.

If this email isn't official enough, please let me know and I'll put it in a document.
