Pursuant to the Maryland Public Information Act, I hereby request the following records:
In the operating budget for the school districts FY 2022-2023 for employ fringe benefits list tuition reimbursement. I am looking for a list of names and the amount refunded of those employees who benefited from this bonus within the school districts FY 2022-2023 budget.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Attached is the information you referenced in your Public Information Act request dated June 23, 2023.
In 2022-2023, Carroll County Public Schools paid 771 employees a total of $940,221.00 in tuition reimbursements in accordance with the terms of various negotiated collective bargaining agreements between the Board of Education and employee bargaining groups.
According to our legal counsel, when the name is tied with the receipt of a personnel benefit, it is considered a personnel record and is excluded from production under the MPIA. Therefore, we have not provided the names of employees receiving tuition reimbursement.
