Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

Seeking any and all communications between and among the Cambridge City Manager’s office, the City of Cambridge Community Development Department, the City of Cambridge Traffic Parking & Transportation Department, the City of Cambridge Department of Public Works, Eversource/NSTAR/Boston Edison, Utile Inc., Redgate, Westbrook Partners, Toll Brothers, TB WHEELER APARTMENTS LLC, LINEAR RETAIL CAMBRIDGE #1 LLC, ALEWIFE PROPERTIES LLC, FORT POINT INVESTMENTS LLC, THE FRESH POND MALL LIMITED PARTNERSHIP, Galluccio & Watson LLP, Robert Reardon, and their employees and representatives on the matter of a road connection between Wheeler Street and Terminal Road in the Alewife district of the City of Cambridge, MA.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Doug Brown,

As currently written, your request is too broad to fulfill. It would require the City of Cambridge to search an unknown time period for communications of all types. It would also require that the City search all of the accounts and contact all staff members in each of the Departments listed below. Because no date range has been provided, and because staffing in City Departments changes regularly, the City would be required to expend time determining the names of staff who have left the City to discover whether they might have responsive records. Your request further does not provide sufficient information regarding the Companies and Agencies with whom the City may have communicated regarding the requested topics. No individual names, email addresses, or domain names have been provided which might allow for searching for responsive communications. Finally, I ask that you provide more information regarding the topic of the request, and if possible, narrow it to the type of communications you seek on this matter.

To assist in narrowing your request so that it may be possible to perform a search, the following information is necessary:

• A time frame for this request;

• The nature of the communications (email, hardcopy, etc);

• The names of individual City of Cambridge staff whose accounts should be included in this search, or who you believe may have communications with these parties;

• The names, and preferably the email addresses of each party at the named agencies or companies whose communications you seek. If an email address is not possible, please provide the domain names from which such communications would likely have been sent.

• Keywords to be used in the search. The more specific or unique a keyword, the more likely the search will locate the correct results. Unfortunately, words such as “road connection” are often used frequently in the Departments you have listed below.
