The Secretary of State does not file records relating to ownership of the business entities registered with our office. However, we have identified 25 pages of records that list, in some capacity, the names of the two individuals you have requested.
The California Public Records Act permits the California Secretary of State to collect statutory fees for the cost of producing copies of its records, which must be remitted at the time the records are requested. The statutory fees for reproduction of the type of records that you have requested are $1.00 for the first page, and $0.50 for each additional page. However, during the current COVID-19 situation, we are able to provide attached plain copies of these documents at no charge.

Thank you for contacting our office again to request copies of additional records that potentially name Eddie J. Kohan and/or Martin (aka"Marcus") McInerney.
Our staff previously conducted a diligent search based on the information you provided and based on the information that is searchable within our records and were able to identify the records we provided. However, our records for registered corporations, limited liability companies (LLCs) and limited partnerships, generally are organized by entity name and entity number and we are unable to search our millions of business entity records for individual names.
Therefore, as a result of the limits of our information technology systems and our manual paper processes presenting obstacles in our ability to conduct an additional search for records, resulting in our agency having to search an enormous volume of material in what amounts to a search for a “needle in the haystack,” (see California First Amendment Coalition v. Superior Court (1998) 67 Cal.App.4 159, 166; Rogers v. Superior Court (1993) 19 Cal.App.4 469, 481; American Civil Liberties Union v. Deukmejian (1982) 32 Cal.3d 440, 453; Government Code § 6255), we have no additional documents responsive to your request.
However, the California Business Search<https://bizfileonline.sos.ca.gov/search/business> provides filing history information and over 17 million free images of filings for corporations, LLCs and limited partnerships in a portable document (PDF) format, which are available to the public by searching by entity name, or by entity number. (See Government Code section 6253(f).) Therefore, if you know the names of other entities that you think may contain the names of those two individuals, you may wish to conduct your own search of our records online for additional records. (See attached webpage excerpt re the Business Search.)
Additionally, you may wish to order bulk data for the business entities registered with our office, also available through our bizfile system, and perform a search of that available data for the information you seek. Thank you for your response. One matter that concerns me is that the SOS was able to produce some documents related to my names search request. Yet the SOS is unable to produce a complete record related to my request. Here is a quote of your statement from previous correspondance, "The Secretary of State does not file records relating to ownership of the business entities registered with our office. However, we have identified 25 pages of records that list, in some capacity, the names of the two individuals you have requested."
1-How can you say the SOS does not file records relating to ownership when you have thousands of records relating to ownership?
2-You were able to identify 25 pages of records related to my request but no more. If you have to ability to do this why can't you search for complete records related to my request? It is difficult to fathom that the SOS can not search business entities filed in your database by name of owners of that business. This would be a basic function of any searchable database.
3. Kindly continue to search for records based on my initial request. I am repeating it below.
