Pursuant to the California Public Records Act, I hereby request the following records:
All emails sent to the email address calichgrants@bcsh.ca.gov with subject line "ERF"
All emails sent to the email address calichgrants@bcsh.ca.gov with subject line: "ERF-2-R"
All Encampment Resolution Fund grants issued by the agency to date.
All encampment resolutions fund grant proposals in the first and second round of the encampment resolution fund.
Within those emails include copies of the proposals in pdf format for Encampment Resolution Fund 2nd Round "ERF-2-R" and "ERF"
These proposals should include all on those emails attachments, such as the standardized budget and letters of support from partners Encampment Resolution Fund 2nd Round. If attachments such as letters of support are in separate emails, then provide that as well.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The California Interagency Council on Homelessness (Cal-ICH) has determined that it maintains records which are disclosable and responsive to your request. Records are estimated to be made available by March 2, 2023. If records are available at an earlier date, we will update you accordingly.

Ms. Lukins, are you asserting that there are no records in my request that are available under the Public Records Act?
You do not cite any authority that posits that grant proposals are part of the deliberative process. I do not believe deliberative process applies here, because a proposal is just that - a proposal. It is not a deliberative, interactive process. Is there any appellate process for me to contest your decision.

Thank you for providing information regarding your requested method of transmitting the responsive documents. Per my previous correspondence, BCSH has been awaiting this information and did not receive confirmation regarding document transmittal method until today, May 5, 2023. Accordingly, responsive documents are attached/uploaded.
With regard to the ERF-2-R applications, funding determinations have not yet been made. Although the Public Records Act does not permit standing requests, please check back with me in the next few weeks, as the ERF-2-R proposal documentation may be available for production at that time. For further information regarding BCSH's response to this request, please see previous correspondence and email communications, in particular, the March 2, 2023 communications.
