Please, I do no understand. I'm not asking for emails exchanged between representatives of the state of Florida and any attorneys. Presumably, if an email is exchanged between the Geo Group and the State of Florida, that email has already been shared among two independent parties. How is that information subject to attorney client privilege? Who is the client and who is the attorney in this situation?

This is the response we provided to your August 19, 2015, email:

Mr. Kiciman,

As an initial matter, it is important to understand that we can only provide documents in the Governor’s Office. As we explained in our response to your request, what limited documents we possess are exempt from disclosure under the California Public Records Act as they are protected by the attorney-client privilege. The California Department of Corrections and Rehabilitation, however, may have the records you seek.

Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records:

Any and all documents related to the contracting of private prison services including the contracts themselves, emails between representatives of the state of California and representatives of Geo Group, RFP or RFQs, and resulting bids from such RFPs or RFQs.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
