Pursuant to the California Public Records Act, I hereby request the following records:

Video of Warrantless Forced Blood Draw performed on Robert Paul Patrick at CHP Oakland Golden Gate Division Office, Oakland California and warrant should you contend that Alameda County Superior Court and District Attorney are lying when they claim no warrant was applied for or issued on 3-18-23 when your office flagrantly violate the mans civil rights based on racial stereotypes and false arrest later to find no alcohol in his system. . Policy regarding racial profiling as "victim"had clearly Irish surname and action preformed during "Saint Patricks Day Zero tolerance period" targeting a specific racial minority group during a religious holiday. Information about zero tolerance periods conducted toward other ethnic groups during religious holidays for example "Hanukkah" zero tolerance, and if not why?

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Saint Patricks Day is not a State or Federal holiday. Zero Tolerance in all other cases is restricted to State or Federal Holidays with some exception, here we see the CHP did not add this recent addition to our Federal Holidays to its Zero Tolerance list, although not a religious holiday(and all Californians should join in celebration) it could be considered ethnic and the failure to include it seems to meet the conditions of disparate treatment discrimination. You have a gang operating out of Golden Gate Oakland substation. They are doing their own lab work after the blood draw and writing reports based on the results they discover from a ten panel they run before submitting (or not) the draw to the lab. Bring in 96-176 and move her to Contra Costa or some legit office and she will tell you a lot of things, with only two years in she is a reluctant participant in what is going on. She should be transferred so she can do the job according to how she as trained at the academy.

Intake footage at Santa Rita will show a cotton ball and tape on the left arm of of the victim of warrantless forced blood draw should you be interested in actually doing real internal affairs investigative work.

96-55 and 96-176 both fail to carry a working PAS device "victim" agrees to field sobriety with the exception of balance test as he as a disabled peace officer who has a documented spinal injury resulting from actions in the line duty and his permanent disability retirement. No breath test either Chemical or Pas was offered in the field. Once in Golden Gate Office Oakland the PAS was tendered as the state chemical test by 96-55, Mr Patrick was never offered an evidentiary test in the field or at Golden Gate Oakland. 96-55 is claiming refusal in the field as well as claiming neither he nor 96-176 had a PAS device to offer the "victim". Review of dash cam and audio will show no refusal of even the tests he had a legal right to refuse. This a violation of the Americans with disability act to add to the long list of violations committed by 96-55.

If an active case continues to exist even after the probable cause for the stop "passing traffic break, then passing lights (emergency) is clearly false because of failure to activate sirens and emergency lights (deliberate) please refrain from destroying this and other evidence in this case so it can reviewed once the criminal case is resolved if it is not already. Mr Patrick clearly acted according to the state and national give them a break campaign (very few motorists are aware or react properly) that instructs motorists to change lanes when a stopped or slow moving vehicle is displaying amber lights. For his awareness and understanding he was illegally stopped transported to another county and subjected to a forced blood without warrant. Golden Gate division officers tested his blood and found zero alcohol in his system but still sent him to Santa Rita because he understood that he must refuse the blood draw to expose the lawless behavior of rogue CHP officers falsely claiming a warrant. Patrick could have submitted but that is not the behavior of one who takes an oath to uphold the constitution to heart even after his service and obligations has ended.
