To Whom It May Concern:

Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records:

Any and all communications since July 18, 2013 between Janet Napolitano and Joseph Aoun, president of Northeastern University.

I also request that all fees be waived as I am a journalist -- employed by MuckRock and the Boston Globe -- and intend to use any pertinent information I receive as a result of this request to educate the public.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Appropriate UC Office of the President departments and/or officials are being notified of your request. Records identified as responsive to your request will be reviewed and made available for your access, in accordance with relevant law and University policy. The estimated date of production is two weeks, which will vary accordingly due to the nature, complexity, and/or length of the request.

Although the requested records have not yet been fully gathered and reviewed, it is possible that the requested material may contain information exempt from disclosure pursuant to the Public Records Act. However, this is not a determination that the requested records are necessarily exempt from disclosure. This office will provide you with a status update after the requested records have been thoroughly reviewed.

For your information, the California Public Records Act allows agencies to make records available "upon payment of fees covering direct costs of duplication." (Government Code Section 6253(b)). The charge is $0.20 per page for copies. Prepayment is required before release of public records. If you prefer, you may inspect the records in person prior to obtaining copies.

I am curious, though, whether there were ever responses sent as a result of those communications. Did Ms. Napolitano never respond to Mr. Aoun's messages, and vice versa?
