Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, ยง 3(b)), I hereby request the following records:

- Number of individuals authorized by the PM-ISE to access the California State Threat Assessment Center (STAC) intelligence databases who are not employed by the STAC or a contractor.

- Number and list of non-fusion center agencies authorized to access the STAC's intelligence databases.

- Number and list of source agencies who have submitted information STAC's intelligence databases.

- Number of times information posted to the STAC's intelligence databases had to be corrected or removed because it was erroneous or deficient, or because the source agency did not have authority to gather or share the information.

- Any documents relating to any instances where source agencies were determined to have used prohibited means to acquire information, or to have lacked the authority to acquire the original information or submit it to the STAC's intelligence databases.

- Number and list of agencies who have violated the STAC's privacy policy.

- Records of all complaints received by the STAC and requests for corrections and the resulting action, if any.

- Number of suspicious incident reports in the STAC's intelligence databases.

- Number of suspicious activity reports in the STAC's intelligence databases.

- Number of field interview reports in the STAC's intelligence databases.

- Number and list of all public agencies and private contractors providing SAR (suspicious activity reporting) and ISE-SAR information technology or related services to the STAC.

- Breakdown of the number of tips and leads in the STAC's intelligence databases acquired via intelligence information or email, phone, internet or incident report submission.

- Number of tips and leads in the STAC's intelligence databases acquired from cellphone tower dumps, cell site simulators (commonly known as "Stingrays"), and surveillance cameras.

- List of external agencies that access the STAC's intelligence databases or share information with the STAC.

- Number of persons within the STAC or in other governmental agencies who are authorized to have access to the STAC's intelligence databases.

- Number of complaints made to the Privacy Officer of the STAC.

- Number of times the STAC has notified individuals that their personal information was or is reasonably believed to have been breached or obtained by an unauthorized person.

- Number of times STAC personnel, a participating agency, or an authorized user have been found to be in noncompliance with the STAC policy in regards to the gathering, collection, use, retention, destruction, sharing, classification, or disclosure of information.

- Number of times STAC personnel, a contractor, a participating agency, or an authorized user have been suspended, sanctioned, or otherwise disciplined.

- A copy of all contracts held by the STAC.

- A list of all ISE-SAR Titles, as described on page 19: http://www.dhs.gov/xlibrary/assets/privacy/privacy-pia-dhswide-sar-ise-appendix.pdf

- A list of all entries in the "Community Description" field of Suspicious Activity Reports held by the STAC, as described on page 20: http://www.dhs.gov/xlibrary/assets/privacy/privacy-pia-dhswide-sar-ise-appendix.pdf

- A list of all entries in the "Observation Description Text" field of Suspicious Activity Reports held by the STAC, as described on page 20: http://www.dhs.gov/xlibrary/assets/privacy/privacy-pia-dhswide-sar-ise-appendix.pdf

- A copy of all Suspicious Activity Reports that contain any of the following words or phrases: "Animal Liberation Front", "ALF", "Earth Liberation Front", "ELF", "Mercy for Animals" or "PETA".

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The California Governorโ€™s Office of Emergency Services has received your PRA request dated April 8, 2016. The emails you allege to have sent between November 11, 2014 and April 4, 2016 were sent to ohsdutyanalyst@ohs.ca.gov<mailto:ohsdutyanalyst@ohs.ca.gov>. However, that email address ceased to exist in 2009 when the Office of Homeland Security and the Office of Emergency Services merged and became the California Emergency Management Agency. As such, the previous requests were never received by this office.
