Pursuant to the California Public Records Act, I hereby request the following records:
(1) Records, since 2010, that specify the polling precincts and single language minorities determined by the Secretary of State, under sec. 14201 of CA's elections code, where 3% or more of the voting-age residents are members of a “single language minority” and lack sufficient skills in English to vote without assistance. The type of precinct-level records appear to be referenced in each of the Secretary of State's County Clerk/Registrar of Voters (CC/ROV) Memoranda regarding sec. 14201 including, but not limited to, CCROV memos #17148, #20096, #21221, and #22039.
(2) Records, since 2010, that specify the counties covered by Section 203 of the Voting Rights Act and the identified single language minorities, as determined by the Secretary of State every five years.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We have located 329 records that are responsive to the following request:

The California Public Records Act permits the California Secretary of State to collect statutory fees for the cost of producing copies of its records, which must be remitted at the time the records are requested. The statutory fees for reproduction of the type of records that you have requested are $1.00 for the first page, and $0.50 for each additional page. Due to the voluminous size of the documents, we are unable to provide electronic copies via email. Nonetheless, for a fee of $5.00 we can provide electronic copies of the responsive records that are available in an electronic format on a compact disc (CD).
If you would like to receive copies of the documents on a CD, please return a copy of this email, along with a check in the amount of $5.00 made payable to the Secretary of State, to:

The check is issued by an accountholder with the first name "David." If you are able to confirm the last name on the check, we are able to mail the CD to you as soon as we receive your confirmation. If "David" did not submit payment on your behalf, we have not received your payment of the statutory fees for copies. Please resubmit payment at your earliest convenience.
