Pursuant to the Colorado Public Records Law, I hereby request the following records:

The city of Boulder developed a "City of Boulder" Alexa command. (https://www.amazon.com/CityInsight-City-of-Boulder/dp/B07W4PZCFL/ref=sr_1_1?crid=3QE35Q1EW0FUZ&keywords=city+of+boulder&qid=1573660502&s=digital-skills&sprefix=city+of%2Calexa-skills%2C136&sr=1-1) Therefore, I hereby request the following records relating to that command:

- A copy of the Alexa "skill metrics" current to the date that this request is processed. This can be found in the Amazon Alexa developer console on the "Analytics" page. (https://developer.amazon.com/docs/devconsole/measure-skill-usage.html) Please provide a copy of the Summary page, Customers page, Sessions page, Utterances page, Intents page, and Retention page. Please expand all possible drop-down lists on the aforementioned pages. Please make the "Time Interval" option "Last 30 Days" when applicable.

- A copy of all digital communications—including emails and text messages, and any images or attachments—between the city of Boulder and representatives from Amazon. Please limit the time range from January 1, 2018 to the time that this request is processed.

- A copy of all digital communications—including emails and text messages, and any images or attachments—that mention or refer to "City of Boulder," an "Alexa command," or an "Alexa skill." Please include all emails that detail the development of the Alexa command with the person who developed it.

- A copy of any contracts, purchase, orders, invoices, or receipts related to the development of the "City of Boulder" Alexa skill.

- A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements related to the "City of Boulder" Alexa skill.

- A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention the "City of Boulder" Alexa skill.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for BuzzFeed News. Therefore, I request that all fees are waived in the processing of this request.

Good afternoon Ms. Haskins,

Central Records is in receipt of your below request forwarded to our office for processing. I apologize for the delay in my response as the coordination of locating the responsive records took longer than anticipated. Thank you for your patience.

Given the extenuating circumstance identified below, I have set the day, time and place for the production of the responsive records found within a reasonable time after your request as Wednesday, December 4th, 2019 by 4:30 PM (7 business days to include the Thanksgiving holiday). Unless review of the resulting records indicates otherwise, digital scans of the information will be emailed to the address herein. If the amount and size of the scan(s) is too large to transmit, they will be made available by a OneDrive account. A link will be sent to you when the records retrieval and review is complete.

Because your request involves a large volume of records, we cannot reasonably prepare or gather the records (including necessary redaction and additional services allowed by law) within the three-day period without substantially interfering with our obligations to perform other public service responsibilities.

Under the City's policy on Access to Public Records, you will need to pay the attendant costs. The City’s fee for research and retrieval is $30 per hour after the first hour. Additional services, like manipulating data and necessary redaction cost $35 per hour. In this case, the cost estimates are:

Research and Retrieval (after the first hour): 0 hours @ $30 = $ 0.00

Additional Services: 10 hour(s) @ $35 = $ 350.00

Total = $ 350.00

If you request paper copies, we will also assess a $.25 per-page copying fee, payable when you pick up the copies. Please make your payment (by cash, check or money order) to the City of Boulder at the Central Records Office, 1777 Broadway, Boulder, CO 80302. Please make your payment within one working day from transmission of this letter. Additional delay in making the requested payment will extend the time for receipt of any responsive records found, business-day-by-business-day.

We will withhold any material that is not a public record or is within the scope of applicable nondisclosure provisions, including C.R.S. 24-72-204(3)(a).
