Pursuant to the Kentucky Open Records Act, I hereby request the following records:

I am seeking copies of any and all plans to provide COVID-19 vaccines to staff, the general population, and ICE detainees at Boone County Jail.

I am also seeking copies of all correspondence between the Boone County Sheriff's Office and U.S. Immigration and Customs Enforcement (ICE), regarding the coronavirus vaccine plan at the facility.

I am submitting this request in my capacity as a full-time journalist at Insider, Inc. in New York City. This request is being submitted in the course of news gathering.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

I am in receipt of your open records request dated January 6, 2021 and received in my office via email on January 6, 2021. Pursuant to KRS 61.870 - 61.884 I am responding to your request within three (3) business days.

In your request, you asked for; I am seeking copies of any and all plans to provide COVID-19 vaccines to staff, the general population, and ICE detainees at Boone County Jail. I am also seeking copies of all correspondence between the Boone County Sheriff's Office and U.S. Immigration and Customs Enforcement (ICE), regarding the coronavirus vaccine plan at the facility.

I am compelled to deny your request because the Boone County Sheriff's Office is not the operational Office of the Boone County Jail. In Kentucky, the people elect or reelect a jailer every four (4) years. The elected position of jailer is separate from the Boone County Sheriff, Michael A. Helmig. Furthermore, the Boone County Sheriff's Office has not corresponded with U.S. Immigration and Customs Enforcement (ICE) regarding the Coronavirus Vaccine plan as it pertains to the Boone County Jail.
