The Legal Section of the Baltimore County Police Department has received your request under the Maryland Public Information Act (hereinafter "MPIA"). Unless notified otherwise, this response by the Police Department will be in electronic format only. One of your requests is for "any and all DOJ, DHS, DOD, NSA, and FBI RACIAL AND ETHICAL MAPPING PROGRAM data collection documents...concerning me personally..." Assuming the letters mentioned in your request correlate to Federal Government agencies, the Baltimore County Police Department would not have any documents of the "DOJ, DHS, DOD, NSA, or FBI documenting data collection concerning yourself.

Your second request is to "provide any and all surveillance activity conducted in Baltimore City, Baltimore County...by Federal, state and local law enforcement or intelligence agencies regarding me." The Baltimore County Police Department would be the Records Custodian under the MPIA of records relating to investigations conducted by the Police Department only. The Police Department would not maintain records from any other federal, state, or local law enforcement agency.

In order to conduct a record search of Baltimore County Police Department records concerning yourself, I would need your full name, date of birth, and any other identifying information that you would be comfortable in providing to the Legal Section. The MPIA does allow the Records Custodian to charge a fee for the search and compilation of records in response to a request, which lasts beyond 2 hours. If such a search is necessary and lasts beyond the 2-hour exception, there would be a charge in order to obtain the records. The Legal Section would provide you with a quote prior to moving forward, if a search does reveal records responsive to your request. The Police Department is not authorized to waive this fee.

Once I have received the additional information necessary to conduct a records search, I will move forward in searching for any such records.
