Actual copies or histories of all water and sewer bills (including consumption and billed amounts, as well as applicable rate schedules) for the previous 12 months for any and all accounts or meters tied to customers spending over $50,000 annually on sewer services.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Nash,

This email is in response to your Freedom of Information Act (FOIA) request for actual copies or histories of all water and sewer bills for the previous 12 months for any and all accounts or meters tied to customers spending over $50,000 on sewer services. Pursuant to the Code of Virginia section 2.2-3704(F) the County is permitted to make reasonable charges to cover the County's actual cost incurred in accessing, duplicating, supplying or searching for the requested records. The cost associated with your request is $1,897. I realize that is a high dollar amount and feel obligated to qualify it. Our FOIA obligations are limited to providing existing documents and/or data reports from existing databases. There are no existing responsive documents that match your request. Creating a tailor-made report would require extensive back-end database programming. The estimate is based on 30 hours worth of programmer time at $56 per hour and 5 hours of a utility billing supervisors time at $43.41 per hour. If you are interested in receiving responsive documents, please remit check payment payable to "Treasurer Arlington County" to Ina Chandler, FOIA Officer, 2100 Clarendon Blvd, Suite #302, Arlington, VA 22201.

I had a question concerning potential revisions to this request, if you'd be able to assist.

Essentially, I'm wondering whether it might be more cost-effective to provide the names of and primary addresses for specific facilities for which I would like to request billing information (as with the original request, 12 months of bills for all accounts/meters) rather than going the route of requesting that same billing for any customers above the $50,000 annual cost threshold - could you advise?

I wonder if you could clarify that document - I have not yet provided any addresses, so I am uncertain as to how you came to the estimate that it would take 35 total labor hours to produce the requested records. As noted, I was just wondering if it would be more cost-effective or practical to obtain bills for specific locations from a labor standpoint. Could you advise?
