1. the total number of civilian complaints alleging any form of law enforcement misconduct that were reported and the total number sustained from 2016-2021.
2. the total number of civilian complaints alleging law enforcement use of excessive force that were reported and the total number sustained from 2016-2021.
3. the total number of civilian complaints alleging biased policing or racial profiling that were reported and the total number sustained from 2016-2021.
4. the total number of civilian complaints alleging criminal conduct that were reported and the total number sustained from 2016-2021.
When available, I would appreciate being sent individualized data for each item in this request in spreadsheet format. If individualized data are unavailable, please send information that includes aggregate statistics for the item instead.
Note that my requests for civilian complaints are specifically for civilian complaints alleging police misconduct, please do not include complaints filed by one officer/the department against another officer.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The City has reviewed your request for copies of public information. Section 552.2615 of the Texas Government Code requires that a governmental body provide a requestor with an itemized statement of estimated charges if charges for public information will exceed $40. Please find attached, some of the responsive information to your request. However, the City does not have the ability to search specific categories such as use of force complaints. In order to locate these specific complaints, if any exist, staff would need to individually review every complaint to determine if it is a use of force complaint. Therefore, we are providing you a cost estimate for this portion of the request. Labor Fee -
Labor Fee (staff time to locate, compile, redact, and copy information) [$15.00 per hour] : $360.00Overhead -
Overhead [20% of the labor fee] : $72.00
Total: $432.00
Please note that under the Texas Public Information Act these records are also available for inspection. Although there may be some costs associated with inspecting, these costs are likely to be significantly less than those associated with receiving copies of the responsive records. You may visit our offices during business hours and inspect the documents. It is strongly suggested that you make an appointment.
You, the requestor, must respond to this notice in writing, either by mail, in person, by facsimile, or by electronic mail. If your written response is not received within ten business days after the date this statement was sent, your request will be considered to have been automatically withdrawn. In your response, you must state that you:
(A) Will accept the estimated charges;
(B) Are modifying the request in response to the itemized statement; or
(C) Have sent to the Texas Attorney General’s Office a complaint alleging that you have been overcharged for being provided with a copy of the public information.
